Sinclair Broadcast Group, Inc. (Nasdaq: SBGI) announced that Noreen O’Mara Parker has been named General Manager of WZTV (FOX) and WUXP (MyNet) in the Nashville, TN market. Ms. Parker will also oversee sales and other nonprogramming related services of WNAB (CW) pursuant to a joint sales and shared services agreement. The announcement was made by Steve Marks, Co-Chief Operating Officer of Sinclair’s television group.

In making the announcement, Mr. Marks said, “We are pleased to assign Noreen to our Nashville stations. She brings considerable sales, news and digital media management experience, and we are confident in her ability to expand the stations’ value proposition to the local advertisers and viewers.”

During her career, Ms. Parker has served in various station sales and management positions, including as President and General Manager of WTSP (CBS) in Tampa. Ms. Parker received a Bachelor of Science degree in Business Administration, Marketing, from Robert Morris University in Pittsburgh and has completed the NAB Executive Development Program at the Kellogg Graduate School of Management and the Center for Creative Leadership Executive Leadership Program.

Baltimore (November 11, 2014) – Sinclair Broadcast Group, Inc. (Nasdaq: SBGI) announced the corporate promotions of Delbert R. Parks, III and Harvey Arnold. The announcement was made by David Amy, Executive Vice President and Chief Operating Officer of Sinclair.

Mr. Parks was promoted to Senior Vice President, Chief Technology Officer of Sinclair from Senior Vice President/Operations and Engineering. Mr. Parks will be responsible for the oversight and coordination of all Sinclair technology efforts and operational deployments, provide future direction and goals for technology and operating system implementations, be responsible for all current technology, and coordinate with senior executives to ensure new business plans are supported with staff and resources. The Company’s Engineering, Information Technology, Sinclair Advertising Support Operations, On-Air Operations, and Master Control will continue to report into him.

Mr. Arnold was promoted to Vice President, Engineering. Mr. Arnold will be responsible for the oversight of the regional field engineers and other senior engineering staff at each station, identify and prioritize engineering and building projects to ensure they are resourced, supervised and completed, and manage the capital budget to ensure that the Company’s efforts are properly balanced and engineering plants are maintained and operational.

In making the announcement, David Amy commented, “We are pleased to announce the promotions of Del and Harvey, who have contributed much success to their departments in their combined 57 years with Sinclair. “We are confident in Harvey’s abilities to lead the Engineering department given his strong work ethic, knowledge of the industry and the respect he has earned of the regional engineers at the stations and others within the industry. For the past 17 years, he has been responsible for the engineering activities of the Company by supporting over 160 television stations and the transition of the acquisition stations into our portfolio.”

Delbert R. Parks, III has served as Senior Vice President/Operations and Engineering since December 2013. Prior to that, he served as Vice President/Engineering and Operations of Sinclair Television Group, Inc. since 1996. From 1985 to 1996, he was Director of Operations and Engineering for WBFFTV in Baltimore, Maryland and for Sinclair. He has held various operations and engineering positions with us for the last 40 years. Mr. Parks is a member of the Society of Motion Picture and Television Engineers and the Society of Broadcast Engineers. He is on the Board of Directors of the Baltimore Area Council of the Boy Scouts of America. Mr. Parks is also a retired Army Lieutenant Colonel who has held various commands during his 26-year reserve career.

Harvey Arnold has been the Corporate Director of Engineering for Sinclair since 1998. Before his time at Sinclair, he spent 17 years with North Carolina Public Television, managing and expanding the engineering and transmission activities of one of the largest state-wide Public Television networks in the country. Mr. Arnold has served as an engineering consultant for PBS and its member stations. He was an active member of the FCC Advisory Committee for Advanced Television Service (ACATS) to develop the ATSC standard and to implement over-the-air digital television in the United States. Mr. Arnold was the recipient of the 2013 Broadcasting & Cable Technology Leadership Award. He is a Fellow of the Society of Motion Picture and Television Engineers (SMPTE) and serves on the SMPTE Board of Editors. Mr. Arnold holds a BS in Communications from the University of Wisconsin and is active in many broadcast-related technical organizations such as ATSC, Society of Broadcast Engineers (SBE) and the Association of Federal Communications Consulting Engineers (AFCCE).

Austin, TX (November 11, 2014) – In the first complete system test of its Next Generation Broadcast Platform (NGBP), ONE Media announced today outstanding results in transmitting fixed, mobile and data services to set-top and tablet devices. Successful testing of signaling, bandwidth and robustness variability, doppler and impaired transmission environment performance are just of few of the parameters tested and passed by various ‘parameterized waveforms’ unique to this platform.

The Austin, Texas demonstration confirmed the unique capability to deliver flexible waveforms carrying video and other streams of IP data into a development platform and operate as a gateway to serve multiple mobile devices. “Rather than designing a broadcast television specific standard, ONE Media’s approach is to deploy an IP service agnostic platform which supports full 4K UltraHD and mobile broadcast television and also supports new one to many data distribution services, essentially future proofing broadcasters flexibility to meet future market demands,” said Kevin Gage, ONE Media’s EVP and CTO.

One Media’s intelligent, managed “IP Core” centric network architecture addresses today’s datadriven requirements of a flexible, heterogeneous broadband world. “Developing the ONE Media platform to this stage in under 5 months demonstrates the power of our parallel team approach with a powerful development platform. The flexibility of our technology to optimize the rich set of parameters broadcasters can employ to finely tune broadcast services that meet their needs can now be demonstrated,” added Gage.

The ONE Media standard can be configured to deliver robust and high data bandwidth to carry High Definition signals to fast and slow moving mobile devices (vehicles and pedestrians) along with deep indoor fixed receiver reception and, at the same time, supply ‘4K’ UltraHD to traditional ‘over-the-air’ antenna connected TV devices.

Full, 24-hour, over-the-air testing of the ONE Media system will commence at the newly commissioned Austin, TX transmission facilities by year-end. “These real-world verification demonstrations will be critical in establishing the suitability of ONE Media’s broadcast transmission platform as designed by and for U.S. broadcasters,” ONE Media’s President Tommy Eng added. Austin, TX (October 20, 2014) – In a far-reaching solution to allow free, high definition television viewing on all future mobile and portable devices (tablets, smart phones, and lap tops), ONE Media announced that it is set to unveil its next generation broadcast transmission platform in Austin, Texas next month. The “out of the lab into the field” testing using the transmission infrastructure of Sinclair Broadcast Group’s television station, KEYE-TV, follows successful prototype lab demonstrations of the next generation transmission capabilities. The joint venture between Coherent Logix and Sinclair Broadcast Group, employing more than 30 full-time engineering specialists, will showcase its full-blown platform “for U.S. broadcasters by U.S. broadcasters,” that is no longer limited to the fixed viewing environment developed by foreign consumer electronics manufacturers.

“The viewer-centric standard was developed after extensive, thoughtful discussions over four years among U.S. television station operators to reimagine what the next generation standard should provide,” said Kevin Gage, ONE Media’s EVP and CTO. “Rather than layering on to a 20 year-old standard created for living room TV viewing that was not optimized for U.S. broadcasters, this new standard reflects a fresh start to make television available to viewers wherever they may be – true ubiquitous broadcasting.”

ONE Media will demonstrate its unique capabilities to deliver High Definition signals to fast and slow moving mobile devices (vehicles and pedestrians) along with deep indoor fixed receiver reception, at the same time delivering ‘4K’ UltraHD to traditional ‘over-the-air’ antenna connected TV devices. Additional demonstrations are planned for Washington, D.C. and Las Vegas, NV to show off the efficient use of broadcast spectrum. A notable side-benefit of the new proposal will permit single frequency networks to help restore lost reception to vast areas of the country created by the government’s failure to protect translators and low power stations in the proposed broadcast spectrum auction. A key element to the new standard is giving broadcasters flexibility as they transition from the outdated mode and optimize the system for their unique needs in different markets.

“For 20 years, U.S. broadcasters have looked from the sidelines as mobile TV viewing was cultivated by wireless companies and their foreign-owned consumer electronics device builders. TV viewers with smart phones, laptops and tablets are stuck paying enormous data charges to cell phone companies for lower quality signals. We’re out to change that dynamic and seize back the industry,” added Jerald Fritz, ONE Media’s EVP for Strategic and Legal Affairs. “We made a fundamental mistake ignoring the mobile business opportunities by not adopting the OFDM standard while planning for the digital TV conversion. We will not make that error again.”
